Developer
The Developer of Empire Homes of Maryland (EHM) is an entry level development position and is responsible primarily for the development of small or routine multifamily rental housing communities and single family subdivisions developed by the organization. The position is responsible for assessing development feasibility, participating in development team selection, negotiating construction and permanent loan terms and conditions and closing financing for the project. The individual works very independently, but in coordination with other EHM staff, and is responsible for managing multiple projects and activities, representing EHM at public meetings, and working with attorneys, contractors, architects, lenders and other professionals in the housing development industry.
Specific duties and responsibilities include the following:
- Manage and coordinate the predevelopment and development / pre-construction process for 4 to 6 projects annually
- After potential sites or properties for acquisition are identified participate in initial site evaluations and other due diligence to determinate the feasibility for development and provide input to senior staff in the preparation of initial site control or purchase documents
- Develop preliminary financing plans for proposed developments and review the proposed plan with the Executive Director
- When the decision is made to proceed with a property, coordinate with the Executive Director to ensure that organizational documents are prepared to form the entity which will own the property/community, to form the general partner entity, if applicable, and to prepare joint venture agreements, if the project involves a development partner
- Prepare financing and grant applications to state, federal and local governmental agencies
- Prepare predevelopment budgets which project costs and timing for payment, including any letters of credit or deposits which must be made to local officials for site or off-site development work
- Represent EHM at meetings with local public officials to secure local resolutions and contributions and other approvals that may be required for specific developments
- Compile, review and submit documentation to lenders and investors to secure approval of financing and to close financing
- Review documents prepared by lenders for loan closings and advise the Executive Director of any issues in the documents which conflict with EHM policies or risk standards
- Coordinate with the Executive Director to ensure contract documents for the design and construction or rehabilitation of multifamily communities reflect all the underwriting and lender requirements
- Assist in the identification and selection of professional consultants - general contractors, architects, engineers, and interior designers
- Participate with the Executive Director, as needed, at progress meetings during all phases of project development to insure that the contractor, engineer, and architect are coordinating design and cost issues
- Make the Executive Director aware of various program requirements and cost constraints which engineers, architects, contractors and others participating in the construction must conform to
- Provide input to the Executive Director on all proposed change orders and evaluate their impact, if any, on project costs and eligible basis
- As needed, provide support to the Executive Director, Director of Finance and auditors
The duties outlined above may be modified based on the development project, partner participation or client responsibilities. For joint ventures or instances when EHM will serve in a consulting capacity, the partnership/contract agreement will delineate EHM and partner/client responsibilities. The Developer will be responsible for carrying out EHM responsibilities and coordinating with the partner/client to ensure the development process is as efficient as possible.
The Developer reports directly to the Executive Director.
